 The National Horseshoe Pitchers Association (NHPA) is the governing body for the sport of organized horseshoes. The official playing rules, guidelines and specifications for the sport of horseshoe pitching can be found here:

The Wisconsin Horseshoe Pitchers Association (WHPA) is a division of the NHPA and governs organized horseshoe pitching in the state of Wisconsin. Each state has its own association. The WHPA Constitution and Bylaws can be found here:
