There are two proposals that would change how the State tournament is run. One is to change how move-ups to the Championship classes are chosen, and the other is to reduce the qualification requirements from three tournaments to two in order to enter the State tournament.

Also in this article, you can find the additional bylaw change proposals to be voted on at the Spring meeting, 1:00pm on March 20, 2010 at the Delton Sportsmen's Club, 9602 Berry Rd, Lake Delton.

You must be present to vote! If these are issues you care about, please make plans to attend so your voice can be heard.

1. Championship Move-Ups

Recently, there’s been some discussion to alter the way move-ups are handled in the state tournament. Currently, move-ups always come from Class A. The winners of Class A and the highest ringer percentage players move into the championship classes. The proposal is to change the way move-ups would be effected to allow the two highest percentage players from both Class A and Class B to move up to the championship class, regardless of how they place in the class. This change would allow for more people to be eligible to participate in the championship class. It might also prevent the Class A winner from moving to the championship class. To make this change, all Class A and B games would have to be pitched prior to the Championship class on Sunday.

The WHPA executive board would have to make the rule change at the Spring Meeting. Everyone is encouraged to express their opinion of this rule change by attending the Spring state meeting. 2. Reduce Qualification Requirements

Existing Bylaws indicate that all adult entries must have competed in at least three approved sanctioned tournaments in Wisconsin. A proposal to reduce that requirement to two tournaments will be submitted.

The reasoning is simple. We all want to attract more members to our pitching community. Let’s make it a little easier to enter our finest tournament, the State. It has been said that the State Tournament is for the elite pitcher. Do we consider ourselves so elite that we can’t see our way to allow pitchers with only two sanctioned tournaments to enter our State? 

Back in the mid-eighties, our State tournament was not sanctioned and drew the largest fields of record. So many entered the State that the members were quick to accept sanctioning to hold the entry numbers down.

We are not suggesting here that we return to those days. An entrant will still have to be sanctioned and have completed in at least two sanctioned events. Whether they must be in Wisconsin is another bone of contention.

The change to a two tournament participation rule would be in effect for two years and hopefully prove to be re-adoptable at that time.

3. Page 7, ARTICLE III Section 3B. Eligible voters at the meetings must be previous year members.

Change: Eligible voters at the meetings must be current and previous year members.

 

4. Page 7, ARTICLE IV Section 2B. a. All defending State Champions will be seeded number one providing their current ringer percentage qualifies them for the Championship Class. All other adult entries except the Elders class, will be placed by using the three (3) high NHPA sanctioned events pitched in the preceding twelve months or the last ten sanctioned events during the same period, whichever occurs first.

5. Page 8, ARTICLE V Section 1B. a. Games in all classes, except championship, shall be based on a limited number of shoes and the number of shoes to be determined by the Executive Board. All championship classes to be forty (40) point games.

6. Page 8, ARTICLE V Section 2B. All championship class sizes shall be determined by the Executive Board of the WHPA, after matters such as number of entries number of courts and average are considered. All other classes shall be eight pitchers. A six member class may be used to establish classes for all entries.

7. Page 9, ARTICLE V Section 3B. Trophies to be awarded. Three (3) in the ten and eight person classes, Two (2) in the 6 person classes.

8. Page 9, ARTICLE V Section 4B.Championship Class trophies to be larger than other class trophies with Mens, Womens, Elders, and Juniors Championship trophies to be equal in size.

Change: Championship Class trophies to be larger than other class trophies with Mens, Womens, Elder Mens, and Juniors Championship trophies equal in size.

 

9. Page 10, ARTICLE VII Section 2B. The State tournament will include classes for Men, Women, Junior Boys, Junior Girls and Elders. The same rules apply to all except pitching distance.

Change: State tournament will include classes for Men, Women, Elder Men,Junior Boys, Junior Girls, Cadet Boys and Cadet Girls. The same rules apply to all except pitching distance.

 

10. Page 11, ARTICLE VIII Section 2B. a. The annual dues of the Association shall be $5.00 if paid by June 30, an additional $2.00 after June 30.

Change: The annual dues of the Association shall be $8.00 if paid by June 30, an additional $2.00 after June 30.

 

11. Page 11, ARTICLE VIII Section 2B c. Add $3.00 to the annual dues for the years 2009 and 2010.

Change: Delete Section 2B c.
